"The Spirit of the LORD will rest on him— the Spirit of wisdom and of understanding, the Spirit of counsel and of might, the Spirit of the knowledge and fear of the LORD." (Isaiah 11:2 KJV) 

The fourth operational dimension of the Holy Spirit in the Old Testament was the Spirit of Counsel. This operation of the Holy Ghost empowers a person to discern and communicate the very will or counsel of God concerning any matter to others.

This was the kind of anointing that was on Ahithophel, King David's counsellor who later betrayed him and joined his rebellious Son, Absalom.

In 2 Samuel 16:23, the word of God declared of the operation of the Holy Spirit as the Spirit of counsel in Ahithophel that in those days, the counsel of Ahithophel that he gave was as if a man has enquired at the Oracle of God. And this was so because indeed it was the Holy Spirit of God who operated that dimension in him.

And in the New Testament, the Holy Spirit is our Spirit of Counsel, and as our Spirit of Counsel He always communicates the perfect counsel of God to us and through us unto others. And as we yield to His counsel we see ourselves advancing in every area of our lives in Jesus name. Amen!

Prayer/Declaration
Heaven Father, I thank You for filling me with Your Spirit of Counsel. I declare that I discern and yield to the counsel of the Holy Spirit in and through me and I mightily excel in every area of my life in Jesus name. Amen!
